On the back of the steering wheel under the console there is a gear box that the cable hooks up to. There was a piece of paper that said to remove the cable pull the cotter looking pin from the housing and push into hole on side of cable connecting bracket. Disconnect the old steering cables from aft end of boat.
Note that my steering system is a rack pinion system. That means that each cable has a permanently attached push rod on one end and a permanently attached rack on the other end ie. The end that is attached to the helm under the steering wheel.
It felt like there was no power steering. If you have cable controlled power steering like 212 mentioned above I would try removing pins from the cables at the steering lever on drive and try turning steering wheel. The cable liners get destroyed by a failing pump steering cylinder etc.

If the cable end comes out of the tilt tube and this fixes the problem then clean the tilt tube lubricate the cable end with marine grease and reassemble the steering. Move to the Helm. If the problem persists then move to the helm.

Drive straight at about 25MPH. When up to speed note the position of the steering wheel. Hold the steering wheel so that you keep going straight do not turn.

Remove corrosion in the tilt tube with a wire brush. Wipe until all loose material is removed. Lubricate the tilt tube with a good water-resistant grease.
Scour the steering cable telescopic ram with a brass wire brush and wipe until clean. Replace the steering cable if the cable nuts on both ends are tight. Remove both cable nuts and the old steering cable and sheath leaving the old mounting brackets along the side of your boat in place.
Install the new cable using the old mounting brackets and tighten both cable nuts. I ended up replacing the steering system in my boat with a new Teleflex nfb system. I did have to remove the motor from my boat.
I did it by removing the platform from my poling platform laying a 48 piece of 1x1 steel square tubing across the support members of my platform and hooking a chain hoist to the piece of tubing. Before you pull the old cable out of the boat attach a messenger line at the steering. Remove the screw from the end of the rack gear connection on the helm. Insert the screw through the end-bore of the steering cable.
Install the steering cable along the boats side as you route it to the transom. Secure the cable along the way with plastic cable ties. Direct the cable to the motor and secure the cable to the corner loosely.
Hey Mike glad to hear you got it fixed. Ive been working on installing the ulfex system I bought. I had trouble getting the steering wheel off.
Ive pulled the new cable and went to work on the helm. I thought the Uflex was supposed to be immediately interchangeable with the teleflex but nooooooo. Ive gotta enlarge the hole in the dash.
