FWIW my boat goes from a dead stop to full plane in 2-3 seconds. With a 90 on your boat you should be able to tow a tube no problem and time to plane should be a fraction of what you have. My boat was slow to plane when I first got it.
I talked to someone and they told my to remove the plugs to make it get up faster. They said it works like a clutch it will spin to a higher rpm before it grabs and then it will hook up. If you cover your plugs the prop will bite too much and cause the motor to bog.
Similar to the other Regal Rush XP I cant get my 1995 Regal Rush Xp w120hp sport jet to plane off. A well-set-up boat in the runabout or bass boat category should get on top in 4 to 5 seconds and the foils make that possible in many cases with packages that previously took 8 to 10 seconds to get up if they ever made it. You can use one two or all three of these things on your boat. Start with the propeller first then maybe a hydroil and if it still is slow to plane trim tabs. If your boat is 23 feet or longer you should have trim tabs on it any way no matter what so you have better control on how it rides on the water.

Depends on the type of boat but if the boat needs a bit of power to put it on plane then you have to get the RPMs up or it will just stall. Easing a boat on plane slowly is far worse for an engine than jamming the throttle quickly. During acceleration an engine is under its greatest strain so drivers should minimize that time.
In addition to applying the throttle quickly make sure the outdrive or outboard is trimmed all the way in and the trim tabs if present are engaged. Another possible cause is an air leak in the fuel line. I have a 97 Seadoo GTX. Took it out to the lake a couple of days ago and it ran fine for a short time. Then as I idled out past the no wake area I gave it some throttle and the engine reved up high but the there was no thrust.
If I throttle up slowly I accelerate to about 3500 RPM. Beyond 3500 RPM the engine revs to about7000-7500RPM like it was not in water and the. Sat I took off from launch and ran fine.
