I did our 20ft pontoon trailer bunks with Outdoor stair runner carpet from Home Depot on 2 X 4s bunks. Before I stapled the carpet I put a coat of Contact cement over the boards let dry completely then glued and stapled the carpet in place. You can use just about any material to pad the bunks. Carpet remnants artificial grass cloth and discarded fire hose are popular choices. It works well lasts a long time and looks better than dumpster filler.
