Self-leveling gives a nice durable finish and cleans up easy. Looked like it was sprayed. POR15 doesnt have any UV protection so dont use it as a top coat.

Wire brush any loose rust off use the Rustoleum rusty metal primer with a brush on the rusty stuff bare metal primer on the new stuff or painted stuff then two coats of rustoleum paint with a brush as top coat.
