My 13 with a 40 hp Johnson pulled to the right at various speeds no matter how I adjusted the fin above the propeller. It seemed that if I turned the fin does the fin have a name all the way to the right it would almost stop the pull to the starboard. If the boat pulled to the starboard right move the REAR of the trim tab slightly to the RIGHT if the boat pulls to the left port move the REAR of the trim tab slightly to port left.

The pulling you are experiencing does indicate that the brakes are applying harder on one side than on the other. You mentioned in your question that you recently repacked the bearings - was this done before the pulling issue began or after.
